Welcome to the Occasional and Casual Members (OCM) Benefits Plan

Here is some information about this plan:

  • Participation in the plan is voluntary for eligible members from AEFO, ETFO, OECTA and OSSTF.
  • A portion of your premiums may be paid by your school board. To learn more about your funding arrangement, you can contact your school board.
  • If you enrol in the plan, you are required to stay in the plan for 12 months, from September 1 to August 31.
  • If you obtain an eligible long-term occasional (LTO) position/contract, you have options. Be sure to review Obtaining an eligible LTO at the start or during the school year section to determine the best option for you.

This plan is administered by OTIP.

 

Who is eligible

 

Eligibility for the OCM Benefits Plan is determined by your school board.

If you are eligible, you will receive an email invitation from OTIP in August/September.

 

How to participate

 

To have coverage under the plan, you must complete the following:

  1. Depending on the communication you received from OTIP (Subject: Eligible for coverage under the OTIP Occasional and Casual Members Benefits Plan), you only need to complete and submit ONE of these forms: the Eligibility Authorization Form OR the Application of Insurance and Evidence of Insurability.

    Not sure? You can refer to the communication from OTIP for instructions. Remember, you only need to complete and submit ONE of these forms.

    If you completed the Eligibility Authorization form, an email will be sent to you to confirm that we have received your form.

    If you completed and submitted the Application of Insurance and Evidence of Insurability, OTIP will send you a confirmation if you have been approved. You will also get an email with instructions to complete your enrolment. If you are declined for coverage or if more information is needed, Manulife will send you an email.
 

Obtaining an eligible LTO at the start or during the school year

 

If you obtain an eligible long-term occasional (LTO) position/contract, you have options. We encourage you to review your plans and premiums to determine the best option for you.

IMPORTANT: To avoid paying additional premiums when you obtain an LTO, you must send us an email as soon as possible. Refunds for premiums paid will not be offered.

 
  • Option 1: Stay in the OCM plan and decline coverage under the Employee Life and Health Trust (ELHT) plan (LTO plan)
  • Option 2: Put the OCM plan on hold and enrol in the ELHT plan (LTO plan)
  • Option 3: Stay in the OCM plan and enrol in the ELHT plan (LTO plan)

IMPORTANT: Whether you obtain an eligible LTO position/contract or not, to participate in the OCM plan, you must submit the Eligibility Authorization Form and complete your enrolment.

 

Stay in the OCM plan and decline coverage under the ELHT plan

Why would you want to select this option?

Simplicity. You will have coverage under the OCM plan from September 1 to August 31 with one benefits card and claims history in one location.

Stay in the OCM plan

  • No change to your existing coverage.
  • You will continue to pay the monthly premium.
  • You will continue to use your existing OTIP ID for this plan.

Decline coverage under the ELHT plan (LTO plan)

  • You will have limited or no coverage under this plan.
  • You do not have to pay any monthly cost for the ELHT plan (LTO plan)(if applicable).
  • Even if you do not enrol in the ELHT plan (LTO plan), you will get a new OTIP ID number.

Why would you want to select this option?

Funding. If your eligible LTO full-time equivalent (FTE) is 1.0, your ELHT plan (LTO plan) may pay 100% of Basic Life, Basic AD&D, health and dental premiums. If your FTE is less than 1.0, funding for health and dental benefits are pro-rated.

IMPORTANT: To avoid paying additional premiums when you obtain an LTO, you must send us an email as soon as possible. Refunds for premiums paid will not be offered. Please see the Important notes for more information.

Put your OCM plan on hold:

You can put the OCM plan on hold while you have coverage under the ELHT plan (LTO plan).

  • It is important that you email us as soon as possible.
  • Be sure to read the Important Notes to learn more about notifying us of your LTO position/contract.

Enrol in the ELHT plan (LTO plan):

  • To enrol in the ELHT plan (LTO plan), we will send you new enrolment instructions.
  • You may be required to pay a portion of your benefit costs as per the funding arrangement under your ELHT plan (LTO plan).
  • Once enrolled, you will get a new benefits card. (Therefore, you will have two OTIP ID numbers and two benefit cards.)

Reinstate your OCM plan after your LTO position/contract ends:

  • Your OCM plan will restart the day after your LTO position/contract ends. You are required to stay in the plan for 12 months.
  • Premiums will be deducted from your bank account starting on the 10th of the following month.

IMPORTANT NOTES:

  1. If you obtain an eligible LTO that requires you to complete a waiting period for coverage (retroactive or current dated):
    • To put the OCM plan on hold, you need to notify us before the start of your LTO.
    • If you do not notify us, premiums paid during your waiting period will not be refunded.

  2. If you notify us after your LTO starts:
    • Your OCM plan will be on hold at the end of the month in which you notified us.
    • Premiums paid up to date will not be refunded.

  3. If you notify us in advance that your eligible LTO starts on a future date between the 1st and 15th of the month (e.g. October 2):
    • Coverage and premiums under the OCM plan will be on hold the day your ELHT Benefits Plan becomes effective.
    • Premiums will not be deducted. If applicable, premiums under the ELHT plan (LTO plan) will begin on your coverage effective date.

      E.g. If your LTO starts on October 2, the October premium for the OCM plan will not be deducted. If applicable, premiums under the ELHT plan (LTO plan) will begin in October.

  4. If you notify us in advance that your eligible LTO starts on a future date between the 16th and the end of the month (e.g. September 17):
    • Your OCM plan will be on hold the last day of the month.
    • Premiums paid up to date will not be refunded. If applicable, premiums under the ELHT plan (LTO plan) will begin next month.

      E.g. If your LTO starts on September 17, you are responsible for paying the September premium under the OCM plan. If applicable, premiums under the ELHT plan (LTO plan) will begin in October.

Stay in the OCM plan and enrol in the ELHT plan

Why would you want to select this option?

Co-ordination of benefits. You can submit claims to both benefits plans to get up to 100% of your money back for your health and dental costs. Simply submit your claims to your ELHT plan (LTO plan) first. If there is any portion that was not covered under the ELHT plan (LTO plan), you can submit the unpaid portion to the OCM plan.

Stay in the OCM plan

  • No change to your existing coverage.
  • You will continue to pay the monthly premium.
  • You will continue to use your existing OTIP ID for this plan.

Enrol in the ELHT plan (LTO plan)

  • To enrol in the ELHT plan (LTO plan), we will send you new enrolment instructions.
  • You may be required to pay a portion, or all your benefit costs as per the funding arrangement under your ELHT plan (LTO plan).
  • Once enrolled, you will get a new benefits card. (Therefore, you will have two OTIP ID numbers and two benefit cards.)
  • To set up co-ordination of benefits between the two plans, please contact OTIP Benefits Services at1-866-783-6847.

Notes:

  1. Premiums are subject to change and where indicated include provincial sales tax (PST) for residents of Ontario.
  2. Some portion of the premiums may be reimbursed on your behalf by your employer/board depending on your employer arrangement.
  3. Basic Life and Basic AD&D are for members only. Must be purchased in order to purchase family Health and Dental.
